Why doesn't Russian American invest Russia Software Company?

I read from magazines... many Russian young men/engineers become "cracker" because of high unemployment rate.

I have a idea: let Russian American invest Russia Software Company or establish Russia branches.

Many Asian Americans have success on silicon valley. I know many of their companies established branches in China and/or Taiwan. Because these Asian American can speak Chines and English, they can get the rich development resource from China/Taiwan and sell their products successfully. (Undoubtedly, U.S. companies is strong on selling/business.)

Since there is also rich development resource in Russia, I think Russian American can do similar thing - providing employment in Russia, expanding his business, and moving human life forward.
